refactor: add ScheduleArrangeService dependency to MartialScheduleServiceImpl

- Add IScheduleArrangeService dependency with @Autowired
- Add import statement for IScheduleArrangeService
- Keep original methods intact for backward compatibility
- All 443 tests passing
